Minutes of the Planning Board Meeting held in the Town Hall basement meeting room, 11 South Main Street, Pittsford, on February 23, 2004, and filed in the Town Clerk's Office

Bill Brizee called the meeting to order at 7:30 p.m.
Nazareth College

Brendan Bystrak of Parrone Engineering indicated he recently met with Town Staff for discussions and a review of the DRC response. Bill Brizee informed the public the hearing was closed and resolutions were prepared. Mr. Brizee read the SEQRA resolution, made a motion to accept the resolution as read and Cary Smith seconded the motion. The Board voted to approve the SEQRA resolution granting a negative declaration.
Bill Brizee confirmed the Board was familiar with the resolution granting Special Permit Modification for the building of an internal roadway connection and field improvements for the College. Mr. Brizee read the findings of fact and conditions of approval, made a motion to accept the resolution and Cary Smith seconded the motion. The Board voted to grant approval. A copy of each resolution is attached.

Peter Vars of BME was present as Bill Brizee indicated the hearing was closed and confirmed the Board was familiar with the revised concept resolution. Mr. Brizee read the findings of fact and conditions of approval, made a motion to accept the resolution and David Wigg seconded the motion. The Board voted to grant approval and a copy of the resolution is attached.

The applicant was not present. Mr. Brewster indicated an internal to discuss the inter-municipal agreement meeting has taken place. The Board continues to review materials submitted and the hearing remains open.
St. John Fisher College

Bob Burgdorf of Nixon Peabody indicated a traffic study was completed by SRF & Associates and a report sent to the Board for review. Mr. Brizee mentioned the traffic study report was available for review and informed the public he and several staff members visited the area to observed traffic flow.
Mr. Burgdorf indicated the College is currently preparing a response to the DRC comments especially regarding line of site, landscaping and traffic concerns.
Mr. Brizee explained the public hearing was still open and asked for comments.
Reveira Wilcove of 16 Country Club Road stated she was against any further college expansion.
Louis Peck of 4383 East Avenue indicated he was opposed to the whole issue. Mr. Peck thought the College's housing problems were resolved with the building of Founders Hall and objects especially to any further increase in parking lots suggesting underground construction should be considered to provide continued green areas.
Moratorium - South of Thruway
Karen Green our Town Board liaison explained the Town Board will set a public hearing regarding this rezoning issue.
Highlands Community Center
The Board accepted Bill Brizee ‘s comments on the proposed community center and those comments will be forwarded to the Town Board.
Cloverwood Senior Housing
The applicant will be coming before the Board requesting a change of location for the maintenance building and Doug DeRue anticipates a limited review will take place.
The hearing was adjourned at 7:50 p.m.
