Minutes of the Planning Board Meeting held in the Town Hall basement meeting room, 11 South Main Street, Pittsford, February 13, 2006, and filed in the Town Clerk's office.

Mr. Brizee called the meeting to order at 7:30 p.m.

DECISION PENDING

Greythorne Hill Preliminary Subdivision

The applicant was not present and no action taken.

Wegmans Restaurant Expansion & Parking Reconfiguration
Tax Parcel 150.12-01-1.10

Mr. Eric Bartles presented revised plans and suggested Wegmans would prefer to leave the existing entrance from Monroe Avenue alone. Shoppers are familiar with the current entrance to the plaza and few accidents occur.

Eric explained Wegmans would however like to add 22 parking spaces in the green area near the Monroe entrance and 13 spaces created near the existing canal bank. A retaining wall would be erected and Wegmans would provide additional landscaping on both the canal area and Monroe Avenue land. Mr. Bartles also noted the drive isles are proposed at 26 feet a 3-foot reduction from the current size.

The restaurant addition is proposed at 3130 sq. ft. and the entrance modified with access directly to the 2nd floor rather than through the current grocery store. Mr. Bartles also discussed the possibility of outdoor seating and the addition of a 2-tier patio with the lower portion providing seating for 35 and 40 on the upper deck.
Mr. Bartles indicated lighting upgrades in the parking lot would include 750 watts near the store and lesson to 450 watts for the rest of the lot and the canal area. Mr. Brizee indicated the brighter lighting would provide additional safety closer to the store.

Several Board members expressed concern regarding the retaining wall and the loss of green space required for the 13 parking places proposed. Mr. Bartles indicated this parking and the retaining wall were necessary to the design and cost projection for the project. Mr. Wigg encouraged Board members to revisit the site prior to the next meeting.
The hearing remains open and no action was taken.

NEW PUBLIC HEARING

Kensington Park Phase 7

Mr. Vars, of BME Associates, staff and board members discussed the possibility that some consideration should be given regarding house orientation and driveway location in relation to a possible future road stub for this 13-acre section of 23 lots. Driveways for the possible road stub could be located on a future ROW, which would allow for an easy conversion if the stub were used. In the event that the road stub is not utilized for a road connection a pedestrian access should be retained and shown on the final plans.

Mr. Vars indicated he would be working on a response to the DRC. There was no public comment and the hearing remains open.
The minutes of December 12, 2005 were passed by voice vote.

INFORMAL DISCUSSION

Marty Brewster reported a Bridal Salon is interested in the second floor of Spring House Commons. Members discussed possible parking issues.
The owner of 3536 Monroe Avenue is requesting a special permit to use the existing home as an office for a commercial real estate financial company. Rhett Smith will be point.

The hearing was adjourned at 8:30 p.m.
