Bill Brizee called the meeting to order at 7:30 p.m. and indicated the applicant withdrew the Nextel application.
Nazareth College

The applicant's representative was not present, however, Marty Brewster indicated there is a meeting scheduled for February 11th with the applicant to discuss drainage issues.
Lehigh Station North Re- Subdivision
Extension of final approval

Mr. Brizee confirmed the Board was familiar with the resolution to grant a second 90-day extension of final approval for the Lehigh Station North Re-Subdivision and he made a motion to accept the resolution as written. Nancy Sprenkle seconded the motion and the Board voted to grant approval with one member absent. A copy of the resolution is attached.
Kensington Park Sections 4,5,7 & 8
Revised Concept

Peter Vars of BME explained he has submitted a revised site density worksheet and a landscaping plan that was a focus of concern. Peter indicated Woodgreen Drive plans include a streetscape entrance.
David Wigg indicated he preferred a straight line of trees to buffer rather than the clustering designated on the plans. There were no further comments and the public hearing was closed.

Bill Brizee indicated the Board received the DRC response and is currently reviewing it. Marty Brewster explained an internal meeting has been scheduled to discuss inter-municipal agreements.
Rich Williams commented on the applicant's proposal for deed restriction noting the Town would prefer issuance of a conservation easement. Mr. Brizee will notify the applicant and the hearing remains open.
St. John Fisher College

Mr. Brizee read an e-mail from Diane Shrager of 21 Crestline Drive. Ms. Shrager expressed concern with regard to traffic volume at the main entrance to the College.
Bob Burgdorf of Nixon Peabody indicated this application for a new dorm was part of the Master Plan for the College and is in line with the ceiling of 2500 full time undergraduate students. Mr. Burgdorf noted there are currently 2200 full time undergraduate students creating a 60/40 split with commuters. There are currently1180 beds on campus and the addition of the proposed 219 should cover the needs of the proposed 2005-06 enrollment of 2350 This should eliminate the need for college sponsored off campus housing.
Mr. Burgdorf explained the application is for a 3-story dorm not four and the lower level would house a bookstore with shops and the remaining 2 floors would provide students housing. The building would be about 300 feet from Fairport Road and landscaping is proposed to increase the buffer. In addition, the College proposes 4200 square foot addition to the cafeteria in Ward Haffey Hall to accommodate the increase in students.
Mr. Burgdorf also indicated the College is preparing a traffic/parking study.
Mr. Brizee inquired how many students are currently housed off campus and whether the ceiling of 2500 students is firm. Mr. Burkhart indicated there are about 104 students currently living off campus and 2500 students is firm.
- Carol Kamen of 65 Alpine Drive indicated the golf course was sewered in 1929 and wondered whether there were plans to build on the golf course. Mr. Burkhart explained the College has no intention today to utilize the golf course as it remains a feature of the College. Ms. Kamen also asked that the DRC report address traffic impacts.
- Mrs. Wilcove of Marigold Gardens wanted it noted she is against further growth at the Saint John
Fisher College. - Louis Peck of 4383 East Avenue is opposed to building the dorm and feels there are too many students already and the College should utilize internet/video courses.
- Linda Peck of 4383 East Avenue feels the College has lost its suburban feel and is covered with parking lots and buildings. Mrs. Peck also proposed the College use internet/video courses to eliminate the need to house students.
- Jim Marini of 25 Allen Parkway requested the College build the dorm at the level of the last dorm and minimize parking while enhancing buffering.
Marcy Wilcove of 16 Country Club Road would like the current students removed from the Woodlands. - David Wigg noted the building as currently proposed would be a3-story structure and wondered if a forth story could be added. Joe Burkhart said it was a possibility however there were several other options to fit the possible need for 100 beds in the future and no buildings are proposed at this time.
Bob Burgdorf notified the Board a parking study is being done and may take 2-3 weeks to have the DOT look at the intersections neighbors expressed concerns over.
The hearing remains open.
Moratorium - South of Thruway
Marty Brewster explained an internal review is being done on a draft plan submitted by Behan Associates. This will be mailed to residents of the area in the near future.
Peter Vars spoke briefly on the Highlands plan for a 4,000 square foot Community Center. Nancy Sprenkle commented the entrance seems to lack a front door on the plans.

January 26th Planning Board meeting minutes were approved by voice vote.
