Minutes of the Planning Board Meeting held in the Town Hall basement meeting room,  11 South Main Street, Pittsford, on January 22, 2001, and filed in the Town Clerk's Office

Chairman, Bill Brizee, called the regularly scheduled meeting of the Planning Board to order at 7:35 p.m.

Marie Rudzinski, 75 Sunset Blvd., asked the board to consider the wetland issues. She would also like to see the "green", or median, at the front of the property, be integrated into a community park instead. She is also concerned about the "look" of the homes facing Calkins, because of the historic homes in the area.

Peter Vars, of Boncke, Mueller and Eldred Associates, agent for Spall Homes, responded, stating that Town staff has been provided with a copy of the nationwide permit, as it relates to the Town wetland regulation. He went on to explain that there is 1/10 of an acre to be filled, which complies with regulations. There is a DRC comment to this effect also. The "hamlet style" home concept originated in 1995.

Bill Brizee stated that the Public Hearing remains open.

Carmine Torchia, of Torchia Structural Engineering, presented the "new" office/warehouse plan to the Board and gave an overview, noting the changes. He detailed the January 11th meeting with Monroe County D.O.T. and others. The board has seen the copy along with the DRC response.

Jerry Goldman, representing the Monroe County Sheriff Department, 789 Linden Avenue, feels this site plan is much better than the old one. The loading dock is now located at the rear of the building, also with the cross access between the 2 parcels being eliminated.

Bill Brizee read the resolution. David Wigg seconded. All ayes, none opposed. Mr. Brizee also read the SEQRA resolution. Rich Palumbo seconded. All ayes, none opposed.

Kunisch-Hanson

Concept Subdivision

Brian Powers, Sear-Brown, agent for Masi Enterprises, presented the concept, stating that there had been an error on the Site Capacity Worksheet. Due to the possible level of density error, the concept plan must be revisited and probably reworked. The response to the DRC comments was received. In addition, a field walk took place last Saturday, 1/20/01.

Bill Brizee stated that this application is in the review process. The Public Hearing remains open.

  • Kevin Farrell, 203 West Bloomfield Road, stated that he is the spokesperson for the Pittsford Residents for Responsible Development. This group consists of approximately 52 residents whose property surrounds the applicant's property. Their goal is to inform the public. The group is opposed to this project, largely due to concerns with environmental impacts. They feel there should be a full environmental study, clearly defining the wetlands, etc. Other concerns of the group are traffic, road hazards, buffer zone encroachment, sewer and drainage issues and flooding. The group has a web site, legal representation and is starting a petition.
  • John Powers, 197 West Bloomfield Road, is concerned with ground water issues. Where will the excess water runoff go?
  • Marie Rudzinski, 75 Sunset Blvd., asked if the utility easement is allowed to be calculated into the open space equation. Also, is the Kunisch-Hanson property 2 separate tax parcels?
    Marty Brewster explained that the utility easement is not considered as part of the buildable area, but is allowed to be considered as open space. The property is considered 2 tax parcels, which are contiguous and allowed to be grouped together.

Rich Williams explained open space dedication and the fact that the Planning Board has no power to accept dedicated land. This is a Town Board issue.

  • Paul Flagg, 357 West Bloomfield Road, lives south of the development. He is concerned with water pressure and what and where the water source will be.
  • Chuck Trowbridge, 240 West Bloomfield Road, stated that RRAA zoning intent was for large homes on large-scale lots. He feels that these homes have been "crammed in" on postage stamp sized lots. He thinks that a farm-like appearance should be preserved in this area. He feels that the Walnut Hill type of development is not attractive. Density should be reduced for better lot layout.

Rich Williams responded, citing that cluster zoning's intent, including smaller lots, was to preserve open space, density and scenic vistas. There is no lot size minimum in the Town of Pittsford.

Marty Brewster discussed the Greenprint and the variety of mechanisms that were used to rank and prioritize.

Bill Brizee explained how and when the Greenprint was derived.

Brian Powers, Sear-Brown, stated that there had been a thorough delineation of wetlands by the New York State Department of Environmental Services. He went on to explain how the proposed stormwater drainage system will include 3 detention ponds. The lots that back up to West Bloomfield Road will have landscape screening, or because of the lay of the land, will not be seen. Regarding the water pressure, the line will be looped through the project, and have 2 connections from West Bloomfield Road.

Paul Flagg stated that the driveway access road is on an extremely dangerous hill. The landscape screening for Walnut Hill subdivision is not adequate. Mr. Flagg is also concerned with his home's water pressure.

Kevin Ferrell reiterated regarding the road issue.

Marty Hybach, 77 West Bloomfield Road, wanted a description of the property.

Bill Brizee stated that the Public Hearing remains open.

Bill Brizee stated that the Public Hearing is closed. Peter Vars, BME, had no comment from the applicant or himself. Action will take place at the next Planning Board meeting for this application.

Sisters of St. Joseph Motherhouse Renovations

Marty Brewster discussed zoning for this application.

Frank Hagelburg, of Harter, Secrest and Emery, detailed this project, addressing what and how the space will be utilized. He stated that no exterior changes would be made. The Town engineer, Building Department and Fire Marshal will address building code issues.

A discussion regarding fire safety issues ensued.

  • Louis Peck, 4383 East Avenue, had questions regarding usage of the proposed project.
  • Steve LaSalle, of Nazareth College, discussed the parking lots and spaces.
  • Linda Peck, 4383 East Avenue, questioned if the house is on the National Historic Registry. Marty Brewster stated that it is not on the National Historic Registry.

Bill Brizee stated that the Public Hearing is closed. The Planning Board is satisfied. Louis Peck asked why the hearing opened and closed so "quickly." He felt that there should be more discussion among Board Members regarding this issue. Bill Brizee then read the resolution. Richard Palumbo seconded, all ayes, none opposed.

There was some discussion regarding the Paychex application. Marty Brewster and Joe Nesser, Environmental Board member, attended the Penfield meeting. They feel that there is substantial environmental impact. The hearing was closed the same evening. Mr. Brewster wanted to keep the public hearing open until the Town of Pittsford D.E.I.S. The next Environmental Board meeting is 2/5/01.

The Sisters of St. Joseph incentive zoning comments are due 2/25/01 (45 days). Marty Brewster stated that this matter would be discussed at the Public Workshop on 2/12/01, and rezoning to the Town Board in March.
