Minutes of the Planning Board Meeting held in the Town Hall basement meeting room,
11 South Main Street, Pittsford, on January 10, 2005, and filed in the Town Clerk's office

PRESENT

Rich Williams II, Planning Board Attorney, Martin Brewster, Director of Planning, Zoning & Development, Doug DeRue, Planning Assistant, Linda Dzakowic, Planning Secretary and John Higgins, Town Board

Bill Brizee called the meeting to order at 7:30 p.m.

PUBLIC HEARING CONTINUED:

3349 MONROE AVENUE New RESTAURANT
Tax Parcel #150.12-1-18

The applicant was not present, there was no public comment and the hearing remains open.

CLOVER PONDS CONCEPT SUBDIVISION
Tax Parcel #191.01-0001-018 & 019
Mr. Ryan, the applicant, was present as Bill Brizee mentioned the Board was waiting for Mr. Behan's comments regarding this application. Mr. Williams explained Behan Planning has participated in planning and zoning decisions including the factors determining density required for south of the Thruway. Bill also entered 2 letters into the record. Mr. Ryan inquired as to the nature of the letters and Mr. Brizee explained one was a letter of support from a neighbor and the other was from the DOT regarding Mrs. Imburgia 's concerns. There was no further comment and the hearing remains open.

ALDRIDGE CONCEPT SUBDIVISION (32 lots on 48 acres)

Peter Vars of BME indicated the draft Part 3 EAF was reviewed by the Town and accepted as complete. Mr. Vars will provide copies for staff and Board members as well as several extra copies for public review.

NEW PUBLIC HEARING:

AUTUMN WOODS SECTION 2 (43 Lots)
Tax Parcel #177.04-01-009.11 & 13.11

Bob Bringley of Parrone Engineering indicated this final phase of the subdivision followed the concept approval regarding number of proposed lots with a slight change in some lot sizes. The subdivision is zoned incentive zoning and has approximately 25 acres set aside as open space that will be dedicated to the Town.

The applicant, Jeff Smith of Woodstone Custom Homes, mentioned drainage was an issue in Section 1 where the property connected to the Knickerbocker Farm and work has been done to mitigate this issue.

Pricilla Imburgia, of 479 & 519 Reeves Road expressed concern regarding viability of the public to enter the proposed open space area and

Mr. Smith explained there were a series of walkways.

Rich Williams explained this open space is of a vista in nature and not a public park and while the neighbors will benefit the park district will be maintained through their taxes.

Mary Scheuerman of 149 West Brook Road inquired whether the Town would maintain the open space and Rich Williams explained some park districts are maintained by the Parks & Rec. Department however each district is taxed to provide for maintenance.

There was no further comment and the hearing remains open.

3001 MONROE AVE., SPRING HOUSE RESTAURANT
Tax Parcel #150.080-01-071

Don Lasher of Buckingham Properties indicated the Historic Preservation Commission had issued a Certificate of Appropriateness for the restaurant. Don also mentioned the front of the building would receive some structural support and detail renovation on the outside and little change inside at this time.

The major renovations are to take place in what is currently the rear of the property. A new entrance, restrooms and kitchen are proposed. Seating is anticipated to be 150 to 175 depending upon availability of patio seating.

Howard Silver of 2534 Clover St., expressed concern regarding the possibility of excess noise and light spillage due to the patio seating. He also asked what the hours of operation would be.

Mr. Lasher indicated 52 seats are planned for the patio and he anticipates midnight would be closing.
There was no further comment and the hearing remains open.

December 13, 2004 Planning Board meeting minutes were approved by voice vote.

The hearing was adjourned at 8:22 p.m.
