Minutes of the Planning Board meeting held in the Town Hall basement meeting room, 11 South Main Street, Pittsford, on January 10, 2000, and filed in the Town Clerk's office.

The Board met in workshop session in the second floor conference room to review the agenda items and discuss procedure. The Board adjourned at approximately 7:25 p.m. to the downstairs meeting room.
Chairman, Bill Brizee, called the regularly scheduled meeting of the Planning Board to order at 7:30 p.m. and explained the procedure the Board would be following.

Board member, Richard Palumbo, closed the hearing and offered a resolution for preliminary and final site plan approval and a special permit for the removal of the existing snack bar and pool building, and for the construction of a new, combined snack bar/pool building. The resolution was seconded by Board member, Bill Brizee, and voted upon by members of the Planning Board as follows: A Copy of the resolution is attached.

Public Comments:
Mary Ellen McCrossen, 611 Mendon Road, read a letter requesting that the Planning Board ask the Developer's Engineer and the Department of Public Works to keep her informed of the widening of Route 64. Dan Mossien assured her that Costich Engineers would keep her apprised of the construction process.
Mr. Mossien declared the hearing closed and offered a resolution for preliminary subdivision on Phase I. The resolution was seconded by Board member, Bill Brizee, and voted upon as follows:

Altier Subdivision

David Panipinto, from the office of Warren R. McGrail, spoke on behalf of his client, Mr. Altier. He gave a brief description of this application, which is on a 2.33-acre lot. Mr. Altier's intention is to re-subdivide the parcel into two lots and obtain site plan approval to construct a home on the new parcel. He plans to create a 25-foot access from Mitchell Road, as recommended by the Town Planning Board. The property will be serviced by public utilities. The application also requires the applicant go before the Zoning Board for an area variance. Mr. Panipinto said they have a few minor issues with the DRC comments and will respond in writing.
Public Comments:
Marie Kenton, owner of the adjacent property, asked the Planning Board to require the applicant to provide additional driveway buffering.
Nancy Sprenkle, asked the applicant if it would be possible to not have a shared driveway.
Mr. Panipinto replied that they would prefer not to have to create an egress/ingress easement with an existing home. Board member, Dan Mossien pointed out that the way the driveway is currently designed, it would be difficult to even plow the driveway without plowing it onto the Ketmar property.
The hearing remains open.
Schoen Section I - Preliminary Subdivision
Bob Bringley, of D. J. Parrone & Associates, and John Stapleton, Project Engineer, gave a brief explanation of this application. Mr. Bringley explained that on February 1999 they received incentive zoning approval from the Town Board and were granted concept approval on August 9, 1999. The preliminary plan consists of 135 single-family residential lots on 135 + acres of land on the West Side of Mendon Center Road south of Willard Road. Section I consists of 38 lots off of Mendon Center Road. The lots are typically 135 feet in width and average about ½ acre. They will be serviced by sanitary sewers, and the storm drainage system will be installed in accordance to Town of Pittsford requirements. A neighborhood recreation area has been designed and is included with the Section I plans. However, the developer is requesting its construction be delayed until a future phase is developed adjacent to it.
The applicant has received the DRC comments and will respond in writing.
Public Comments:
- Mrs. Epstein, 66 N. Wilmarth Road, asked where the subdivision road would enter Mendon Center Road. She said that the rise on Mendon Center Road is a wonderful area to see the city skyline and she's afraid that lights will have a negative impact on the viewshed.
- Mr. Bringley said there are no current plans to install street lighting at the entrance.
- A resident of 406 Mendon Center Road expressed his concern about the site distance at the access road. He said that the location is dangerous and wanted to know what kind of tests were done to determine its safety.
- John Stapleton, of D.J. Parrone, said that he has met with Monroe County DOT and Town of Pittsford DPW to determine the best location for the access road. The site distance requirements are based on the speed limit. Traffic studies indicated that a 55-mph speed limit represents approximately 85 percent of the traffic going north and south on Mendon Center Road. He said that this information is on file at the Town.
- Nicholas Jospe, 408 Mendon Center Road, expressed his concern with the access road and did his own calculations to determine how dangerous this road could be.
The hearing remains open.
St. John Fisher
Site Plan and Special Permit Modification

Tom Greiner stated that his client, St. John Fisher College, wants to increase the size of the locker room facility, and is also requesting an amendment to the hours of operation restriction so that activities can start at 8:00 a.m. rather than 10:00 a.m. Mr. Greiner said there is no intention to extend the evening hours. The extended hours request is only for the Buffalo Bills Training Camp, and for no other purpose. In order for the Buffalo Bills to conduct their rigorous Training Camp, which includes two scheduled team workouts per day plus individual team member weight and fitness training, the Bills need access to the football stadium and practice fields beginning at 8:00 a.m.
Bill Brizee went through the DRC report. He said that the Board has received the written response and it is available at the Department of Public Works.
Public Comments:
- Louis Ehmann, 78 Alpine Drive, asked the Board about on street parking during events at the college.
- Marty Brewster, Deputy Commissioner of Public Works, said that the final details on parking restrictions have not been determined, but there is the possibility that parking passes may be issued to residents in the neighborhood.
- Michael Polozie, 19 Harwood Lane, stated that the Planning Board must be prepared to make sure the Town enforces all parking restrictions and must be aware of the major effect on traffic the summer training camp will have on the Town of Pittsford.
- Tom Greiner gave an "educated guess" that the Bill's training camp could bring as many as 6,000 people per day, and the peak times are 10:30-11:00 a.m. and 3:00 - 3:30 p.m. Mr. Greiner also said that the primary way of getting to a Bills event would be a shuttle service.
- Don Hunzberger, 160 Alpine Drive, said that the more specific the rulings (re shuttle service, parking, hours of operation, etc.) the better the neighborhood will feel.
Marty Brewster, Deputy Commissioner of Public Works, wanted to clarify that the action the Planning Board is considering is "a modification to a special permit." The town is in the process of reviewing an application for an "activities permit
Chairman, Bill Brizee closed the hearing and offered a resolution, which was seconded by Dan Mossien, and voted on by the members of the Planning Board as follows:
